Map of Children’s Medicaid Coverage Loss in Florida

April 2024 was the final month to complete Florida’s Medicaid Redetermination process, meaning that the state has gone through the full 12 months of re-evaluating eligibility for Medicaid after the ending of provisions that allowed families with low income to keep their coverage. Florida will now return to previous enrollment and eligibility strategies; therefore, this data marks how children’s health insurance has changed over the last year.

Florida saw a net disenrollment of 647,243 youth aged 20 and younger from Medicaid after the ending of federal provisions that allowed families with low income to keep their health insurance coverage during the COVID-19 pandemic. (There was a  532,078 net disenrollment of youth aged 0-18.) Because Florida has not expanded Medicaid, the vast majority of those who lost insurance during this time were children, parents, young adults, and new mothers. Broadly, it was the hope that children who were no longer deemed eligible for Medicaid would transition to other forms of coverage such as Florida’s Children's Health Insurance Program (CHIP), known in Florida as Florida Kid Care, or the federal marketplace. During this same time period, the net enrollment increase in Florida’s CHIP program was only  88,409 meaning it did not keep up with the previously expected enrollment numbers. 

Health care advocates in Florida called on the state to pause disenrollments until considerable system improvements were made. Florida was the only state that opted out of policy flexibilities offered by the U.S. Department of Health and Human Services to reduce the number of children losing coverage due to system error or red tape. The Medicaid Redetermination process showed massive coverage losses overall, many of whom were children.
